Here is a good way to see if high pings are client end internet or server end issues,
The first is a small app called ping plotter it comes in a free ware version

After you trace your route to the server go to internet health report to see if thier is promblems on the net that is causing a high ping

there is a ping program written into windows. to use it go to the command prompt (Start-->Run-->cmd.exe)

1. type ping -t <enter target IP here>
2. then it will ping the server, to stop press CTRL+C
3. the results will display the ping hops required to reach the server on the other end. EX: from my computer to the moon DC server its 2 hops. Me-->AT&T-->Moon Server (thats why i never get lag)
