Yea basically when 1.0.6.1 came out calls were a different and building objects were called compiles unlike 1.0.5.1. This was called twice as before, but is not required anymore due to all the plotpole management. plotpole for life, and group management all now included. Removed the double call and duplicates were resolved.
As stated on Teamspeak. I did not see a huge difference in frames because the objects loaded for cities are loaded in via a text file vs being stored in a buffer from the database. You might see an improvement in the custom towns, but it should be minimal.
