I've been slowly migrating everything to my drive with Win7 and installed Steam yesterday and then DoD:S, that's when I learn something new and answered a few questions for myself.
All of my binds and even the spray I was last using were already set to the way I had them. I only had to reset the video settings.
So it seems not only are your stats stored in the cloud (on Steam) but so are some of your settings.
This explains why when I was trying to set them in the config.cfg file it wouldn't take and I had to enter them manually in game.

Not sure how well known this is to everyone else, and I just thought I'd share with everyone. One of the first things I thought of when I reinstalled it was, "Crap now I have to reset my binds and get my spray(s) moved over and set up again." So now all I have to do worry about is the third-party maps, which will be easy really.
