First thing is, the drivers installed? Is the mic turned on/enabled in the sound cards (or Windows own) control settings, and is it plugged into the correct jack?

Have you checked in the Windows Sound and Audio properties under both Playback and recording that it is disabled/muted for playback, and enabled/unmuted un recording. While there also make sure that Line-in is off/muted.
P.S. Wouldn't happen to be an in-line on/off switch would there?
Almost forgot, is this an actual sound card or onboard? If onboard what is the make and model of motherboard, and the same if it is a card?
