Check the Admin on call sticky. Admins check that and if you're lucky one is available to log on. They can at least make notes for the future

Also "Calling them out" publicly here in the forum may sound like a good idea but if the user in question reads this, they will, hopefully, stop or tone it down.
Use the PM option and message one or two of the BF42 game admins. They will in put them on the Player To Watch [PTW] list and through their experience can judge this person.
