I knew we could tow two but not four. Interesting. Have you checked if it was any vehicle or just certain ones? Just curious.

Looks like anything that can be tow other vehicles and be towed. The cargo ural and vodnik can be towed and also tow other vehicles so they are in the middle while the ural fuel can be towed but can't tow itself so on the end.

Just a shot from an old server that had that "feature".
It was a good thing that the clipping only worked on the lead car.
